Huh, I just retested the dictionary thing and I get the same issue 
Ad 1. Create Note action has an option to apply template on create - I use this:
I adapted the template from Obsidian People: Obsidian, Shortcuts, Apple Contacts, the biggest difference was adding a property RelationshipMarker to make it easier to correlate.
